The Winding Down of the Presidential Amnesty Programme (PAP), A Precipice for Crises in the Niger Delta Region of Nigeria


Ordinarily, one would have dismissed the directive to windup the presidential amnesty programme with the wave of the hand, but for the grave consequences, we are constrained to react.

As a watchdog of the society, we owe Niger Deltans a voice, even if it is in the wilderness, we will keep shouting.

We see the call for the winding down of this interventionist security programme from President Muhammadu Buhari, the number one citizen of the country who naturally should be a bastion of the society as an affront on the people of the Niger Delta and a calculative and deliberate effort to invoke and or resurrect the devil of violence and restiveness from the grave in the region.

This call at a time the region is plagued with this flood of unimaginable catastrophe is not only vexatious and unwarranted, it is a booby trap for the next administration considering the fact that it has barely 7 months to the expiration of its inglorious tenure.

Rather than swift response in providing relief materials to the flood ravaged Niger Deltans in cushioning this harsh effect of this natural but man made disaster, he has once again overtly displayed his inhumanity and hatred towards us.

Naturally, one would have expected now that this failed regime led by a despot is at its matrix, he should be showing penance and devote all his time in making amends rather than continue with his usual perilous journey.

However, it is now very glaring to all that since Mr. President had refused to reconsider his vendetta stance against the people of the Niger Delta, he's being given up to a reprobate mind to even deal cruelly to her citizens in his last days in office.

At this juncture, we are calling on the interim boss of the presidential amnesty programme Maj. Gen. Barry Tariye Ndiomu (rtd) not to allow himself to be a scape goat by implementing this devilish policy against his people.

He should be reminded that he was living peacefully as a rtd General before his appointment and that he will still live well after this temporal job given him hence, he shouldn't add the title of a bootlicker to his name.

We state further that if President Muhammadu Buhari, is hell bent on winding down the presidential amnesty programme, he should do it himself, just like he made himself minister of petroleum, he should appoint himself Coordinator of PAP and wind down the programme instead of trying to pitch an innocent Niger Deltan of Ijaw extraction against his people.

Wait a minute! this current administration is trying to play the devil, who gives with a hand, and takes with the other.

It would be most unfortunate and fool hardy for PMB to think that the award of pipeline surveillance contract to one of Niger Delta foremost agitators High Chief Government Oweizide Ekpemupolo, aka General Tompolo G.O.C would placate and or compensate for the scrapping of the presidential amnesty programme.

This should not be contemplated because chaos of unimaginable scale will be the only result.

Credible report at our disposal clearly shows that the National Security Adviser (NSA) to the President Gen. Mohammed Babagana Monguno CFR (rtd) is the brain behind this evil scheme.

His ill-motivated advice is not unconnected with his fears that after leaving office in May next year, his underhand dealings in the amnesty office may be unearthed by the next administration hence, his plot to foreclose the programme in order to cover his track.

He should be reminded in case he has forgotten that sometime in 2009, crude oil production was brought to an insignificant level of less than 200,000 bpd that made the Nigerian economy to haemorrhage.

And the last time we checked crude oil remains the life wire that is sustaining the entire nation.

They say history does repeat itself. The wave of violence and destruction that will greet the termination of the presidential amnesty programme will be better imagined than experienced.

To this end, we are urging the All Progressives Congress led federal government with President Muhammadu Buhari, on the driver's seat to rescind its unpopular decision with a view to bequeathing a peaceful and prosperous Niger Delta Region to its successor.

Notwithstanding, the unfriendly disposition of this regime to the people of the Niger Delta region, it is our firm belief that this clarion call will not fall on deaf ears.
