The holy book succinctly states that when the righteous rule, the people rejoice. However, righteousness in this context doesn't necessarily mean a fellow whose acts depict holier-than-thou, for it is a common belief that the robe doesn't make the priest. I  But, it is safe to ascribe righteousness in this sense to mean an act of goodness and a righteousness person to be someone with a good and a large heart clothed and intoxicated with the spirit of love. It is also an incontrovertible fact that someone with a large heart would make a better leader because leadership is more of service to the people than oneself.
